Comcast to limit Bandwidth

Rumors around the web are suggesting that Comcast plans to have limits on your bandwidth usage monthly. They plan to allow you to have 250GB of bandwidth each month. It should not change your fee unless you go over the 250 gigs. If that does happen, you will be charged a $15 fee for every 10GB you go over your limit.
The question I have is, how is this a good thing? I understand that not everyone uses 250GB a month but there are a lot of people out there that do. So why penalize them? Also, will there be a measurement tool provided to the consumer? There have not been official reports from Comcast about this but with all the rumors on the net it seems to soon be a reality. On a good note, 250GB is a large amount of bandwidth, so who will it really effect? All of you who like to bit torrent look out. Be prepared.
